  • Cochrane Collaboration is an international non-profit and independent organisation, dedicated to making up-to-date, accurate information about the effects of healthcare readily available worldwide. It produces and disseminates systematic reviews of healthcare interventions and promotes the search for evidence in the form of clinical trials and other studies of interventions.
  • Elisad: European association of libraries and information services on alcohol and other drugs The site offers links to many interesting and relevant resources in the field of drugs and alcohol.
  • European Commission Evaluation Units Network, offers interesting resourceson the development of good evaluation practice, including guides and studies.
  • European Evaluation Society promotes theory, practice and utilisation of high quality evaluation especially, but not exclusively, within the European countries. The site offers a range of links to evaluation resources.
  • Evaluation of Psychoactive Substance Use Disorder Treatment Workbook Series The EMCDDA collaborated with the WHO and the UNDCP to produce 8 workbooks that cover different types of evaluation spanning from needs assessmentover process evaluation to economic evaluation. The aim of the workbooks is to educate and train decision-makers, programme planners, staff and others about the evaluation of drug treatment services.

The Global Fund Evaluation Library offers an evaluation framework and other relevant resources and links.
  • Institute of Behavioural Research, Texas Christian University a research centre for treatment addiction studies in community and correctional settings which evaluates and improves the effectiveness of programmes for reducing drug abuse and related problems.The site has many relevant tools and resources.
  • International Fund for Agricultural Development (IFAD), a specialised agency of the United Nations, this site offers a methodological framework for project evaluation (MFE) and a monitoring and evaluation guide.
  • Penal Reform International (PRI) an international non-governmental organisation, promotes the exchange of information and good practice between countries with related conditions. For some interesting resources go to ‘theme issues’.
  • Promising Practices Network (PPN) highlights programmes and practices that research indicates are effective in improving outcomes for children, youth and families.
  • SAMHSA Model Programs features a range of evidence-based programmes and practices that have prevented or reduced substance abuse and other related high-risk behaviours.
  • UNDP Evaluation OfficeThe UNDP is the UN’s global development network, an organisation advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. The site offers a monitoring and evaluation framework and a handbook for monitoring and evaluating for results.
  • UN-HABITAT The Best Practices and Local Leadership Programme (BLP), this is the United Nations agency for human settlements, a global network, dedicated to the identification and exchange of successful solutions for sustainable development. This site offers a section and database on good practice.
  • UNICEF Evaluation and good practices offers a ranges of resources, tools and publications on evaluation and good practice.
  • UNODC, the United Nations Office on Drugs and Crime offers resources on drug abuse and demand reduction including the global assessment network, lessons learnt in drug abuse prevention and the global youth network.
  • World Bank Group, Operations Evaluation Department (OED) offers a range of interesting resources and publications on evaluations tools and approaches.
  • WHO/Europe: a source of reliable health information and evidence on which to build health policy for public health decision makers.
  • WHO Management of substance abuse offers a range of relevant publications and research tools.
  • WHO Sex Work Tool kit Targeting HIV/AIDS Prevention and Care in Sex Work Settings intended as a resource to guide the development and implementation of effective HIV interventions in diverse sex work settings. It outlines key steps and issues and provides links to many documents, manuals, reports, and research studiescontaining more detailed and in-depth information. An excellent online resource.
  • WHO Scaling Up HIV Testing and Counselling (TC) Services – Toolkit provides references offering practical guidance on the processes of planning and implementing testing and counselling services in resource-limited settings. An extensive and interesting online resource.
  • W.K.Kellogg Foundation offers an online evaluation toolkit. The handbook provides a framework for thinking about evaluation as a relevant and useful programme tool.
  • World wide evaluation information gateway, an online database of high quality Internet resources related to social policy evaluation. At present, the database points to hundreds of web-sites and searchable by subject area.
