Summary:

The adoption, in 2005, by the European Council, of a new legal instrument to deal with the emergence of new substances on the European drug scene, spurred the EMCDDA to issue its Monitoring new drugs leaflet. The leaflet outlines the legal basis of the Council Decision, providing links to the legislation behind the EU’s actions in the field of new drugs, and explains the differences between the new legal instrument and the joint action, which it replaces.
