The Federal Service of the Russian Federation for Narcotics Traffic Control (FDCS), based on the Act of the President of the Russian Federation of 28 July 2004 976 (with edition from 31 August 2006) and the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), based on Regulation (EC) 1920/2006 of the European Parliament and of the Council of 12 December 2006 on the European Monitoring Centre for Drugs and Drug Addiction (recast), O.J. L 376/1 of 27 December 2006, hereinafter referred to as “Parties”,
 
Recalling the framework established by the Roadmap in the Common Space on Freedom, Security and Justice agreed at the Russia-EU Summit in Moscow on 10 May 2005;
 
Expressing their wish to develop a global framework of friendship and mutual cooperation on prevention of and responses to illicit drug use;
 
Recognizing that information about the drugs phenomenon is an essential and indispensable instrument for the drawing up and execution of drugs policies and for the evaluation of the impact of the actions to reduce the problems originating from drug use and trafficking;
 
Guided by the objective of cooperating in a concrete way through the periodical exchange and mutual access to statistical information, documents and internet sites;
Taking into consideration the results of the bilateral high-level working sessions in Moscow in January 2006 and in Lisbon in September 2006;
 
Interested in developing between the Parties and their respective partners in the field expertise and knowledge exchange on methodologies aiming to develop harmonized indicators of drug situation evaluation and information systems;
Expressing their interest, within this perspective, to jointly explore possibilities to organize working meetings and capacity building sessions and to exchange experts, involving the FDCS and the EMCDDA and its REITOX information network of National Focal Points; 
 
Have reached understanding on the following matters:
Their willingness to pursue the initiated process aiming to implement cooperation activities between both Parties; 
Their mutual wish to establish the favorable conditions to organize these cooperation activities within the full respect of the competence of each Party; 
Their intention to exchange information related to illicit drug use and trafficking, including exchanging information on drug use in the Russian Federation and in the EU Member States on national and regional level, drug-related crime prevention, new types of drugs, technologies of their production, newly emerged illicit trafficking methods, and new consumption trends; 
Their wish to continue the work on exploring possibilities to further develop joint methods of monitoring of illicit drug use with the purpose of harmonization of their results, to elaborate and improve joint harmonized indicators of drug situation evaluation; 
 
Their mutual readiness to exchange information on programs, plans and practices, legislative and administrative measures aiming to reduce illicit drug use, to facilitate mutual participation of FDCS and EMCDDA experts in meetings organized by each Party on matters under their competence, including EMCDDA expert meetings on indicators of drug situation evaluation and on new drugs, sharing, when it is necessary, results arising from these meetings held by each Party; 
Their willingness to facilitate training, exchange in experts and results of scientific research on problems of illicit drug trafficking and monitoring of the drug situation, as well as on other issue of mutual interest. 
The Parties reached mutual understanding that this Memorandum of Understanding cannot be deemed as an international agreement and shall not be legally binding for either the Russian Federation or the European Union and its Member States.  
 
This Memorandum of Understanding is done in two original copies in English and Russian languages, both being authentic.
