Luxembourg’s National Drug Strategy and National Action Plan 2010–2014 is comprehensive and its goal is to ensure a high level of health protection, public security and social cohesion. The strategy considers also alcohol, tobacco, medicines and addictive behaviours, while the action plan focuses specifically on illicit drugs. Priorities are: primary prevention; treatment and care; socio-professional reintegration; reduction of risks and damages; research, evaluation and information; supply reduction; and coordination and international relations.

The action plan lists 60 separate actions with a definition of tasks, of the actors involved, of the financial requirements, of deadlines and of performance indicators.

About the EMCDDA

The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) is the reference point on drugs and drug addiction information in Europe. Inaugurated in Lisbon in 1995, it is one of the EU’s decentralised agencies. Read more >>
