In summer 2008 a new Governmental Plan to Fight Drugs and Drug Addiction 2008-2011 replaced the five-year Action Plan on Drugs, Tobacco and Alcohol (2004–2008). The new Plan covers both alcohol and illicit drugs and itsalso, to some extent, tobacco. Its main goals are the reduction of the number of illicit drug users and the reduction of the number of problem alcohol users. Main priorities are preventing young people to start drug use, reducing drug supply, and intensifying and diversifying the health and social care for drug users. The new plan is build around five axes: Prevention, communication and information; law enforcement; health care, social reintegration and harm reduction; training, monitoring and research; international affairs.. It is further divided into 32 sections containing 193 actions to be implemented until 2011. A technical sheet (Fiche technique) has also been developed for each action and is detailing its objectives, concrete actions, expected results, and implementation and effectiveness indicators. Finally, one of the actions foreseen in the new Plan is its evaluation.
