The core mission of the Pompidou Group — an inter-governmental body formed in 1971 at the initiative of the late French President Georges Pompidou within the Council of Europe — is to contribute to the development of multidisciplinary, innovative, effective and evidence-based drug policies in its Member States. The Pompidou Group is made up of 37 Member States and Mexico as an Observer State. Its technical cooperation also involves other European states which are not members of the Pompidou Group, such as Albania, Latvia and Ukraine and states from the Mediterranean Basin such as Algeria, Tunisia, Morocco and Lebanon.


Pompidou Group–EMCDDA cooperation

Since its inception, the EMCDDA has worked in close cooperation with the Pompidou Group and benefited greatly from the early seminal work of the Pompidou Group, in particular in the field of epidemiology. A Memorandum of Understanding between the EMCDDA and the Pompidou Group was signed in 1999 and ensures active consultation on medium-term objectives. The EMCDDA participates as an observer in the Pompidou Group’s Permanent Correspondents’ meetings and the Pompidou Group is an observer at the meetings of the EMCDDA’s Management Board. In the light of developments of both organisations, a new Memorandum of Understanding was signed in 2010, setting a framework for the future cooperation, aiming at creating synergies and taking advantage of the specific qualities of each of the two organisations.

The Pompidou Group and the EMCDDA strive to develop synergies on the basis of the two partners’ different mandates and strengths:

  • Joint support for the ESPAD surveys (the European School Survey Project on Alcohol and Other Drugs), in particular analyses and the translation and publication of the summary report
  • EMCDDA participation in various Pompidou Group platforms, e.g. research, ethics, treatment, criminal justice and airports
  • Coordination of the cooperation with non-EU countries (the neighbourhood policy area).

Upon invitation of the Pompidou Group, regular inter-agency meetings are held with all international agencies working in the drugs field in Europe and broaden the scope of bilateral cooperation.
