The EMCDDA has been cooperating through technical projects with Montenegro since 2007. The Montenegrin focal point is located within the Department for Drugs Policy within the Ministry of Health. Montenegro carried out a general population survey in 2017, financed by the EMCDDA-IPA project.
Montenegro's current national drug strategy spans the period 2013–20.
In 2018, the EMCDDA undertook an assessment of the National Drugs Observatory (NDO) and the National Early Warning System (NEWS), making a series of recommendations and identifying possible activities to be developed in the future.
